完善體制機(jī)制，推進(jìn)都市智慧農(nóng)業(yè)建設(shè)市場(chǎng)化。政府部門應(yīng)強(qiáng)化對(duì)都市智慧農(nóng)業(yè)發(fā)展的宏觀指導(dǎo)，以政策杠桿撬動(dòng)效益農(nóng)業(yè)。建立政府引導(dǎo)、科技支撐、企業(yè)運(yùn)營(yíng)的參與機(jī)制，將國(guó)家公益性補(bǔ)貼和市場(chǎng)化運(yùn)作有效結(jié)合，完善多元投融資渠道機(jī)制。可通過鼓勵(lì)金融機(jī)構(gòu)開辟農(nóng)業(yè)市場(chǎng)、降低涉農(nóng)金融信貸門檻、設(shè)立科技投資風(fēng)險(xiǎn)基金、試行農(nóng)業(yè)數(shù)據(jù)與服務(wù)資源的有償交易等方式，彌補(bǔ)政府供給主體的功能缺陷，實(shí)現(xiàn)智慧農(nóng)業(yè)的可持續(xù)發(fā)展。

加強(qiáng)培訓(xùn)和宣傳，提高全社會(huì)對(duì)智慧農(nóng)業(yè)的認(rèn)識(shí)。加強(qiáng)針對(duì)性的宣傳，提高政府管理人員對(duì)智慧農(nóng)業(yè)的認(rèn)識(shí)。政府作為智慧農(nóng)業(yè)建設(shè)的組織管理者，其管理人員對(duì)智慧農(nóng)業(yè)的認(rèn)識(shí)和應(yīng)用能力對(duì)推進(jìn)智慧農(nóng)業(yè)建設(shè)起著決定性的作用。要通過多種形式的宣傳、教育，提高農(nóng)業(yè)部門領(lǐng)導(dǎo)和工作人員的信息化意識(shí)，強(qiáng)化管理者對(duì)智慧農(nóng)業(yè)的重要性、嚴(yán)肅性、風(fēng)險(xiǎn)性、時(shí)效性的認(rèn)識(shí)，切實(shí)加強(qiáng)服務(wù)能力建設(shè)。

利用各種宣傳手段，提高公眾對(duì)智慧農(nóng)業(yè)的認(rèn)識(shí)。利用廣播、電視、科技大集等形式面向公眾進(jìn)行宣傳，推廣利用智慧農(nóng)業(yè)應(yīng)用的典型案例，使公眾了解智慧農(nóng)業(yè)的優(yōu)勢(shì)，認(rèn)識(shí)到智慧農(nóng)業(yè)的重要性，將潛在的用戶轉(zhuǎn)變?yōu)楝F(xiàn)實(shí)的用戶。組織建設(shè)一支高水平的人才隊(duì)伍，利用高素質(zhì)信息專業(yè)人才在智慧農(nóng)業(yè)生產(chǎn)、消費(fèi)的第一線引導(dǎo)和幫助公眾，提高社會(huì)大眾利用信息技術(shù)服務(wù)日常生活的意識(shí)。

Changing the Thinking Mode for the Urban and Rural Integrated Development

—On Intelligent Agriculture in Modern Urban Economy

Abstract: China's current agricultural development is at the turning point from traditional agriculture to modern agriculture, with intelligent agricultural production, networked agricultural operation, IT-based agricultural management, and precise agricultural service being the inevitable development trend. To develop intelligent agriculture, the government need to firmly seize the "Internet +" strategic opportunities, and promote the deep integration of the Internet and agricultural production, operation, management and services. To push forward urban intelligent agriculture, the government need to provide guidance; improve policies and regulations, and optimize the environment for developing urban agriculture; strengthen top-level design, and make strategic plan for the development of urban intelligent agriculture; set up special funds to help spread the application of technologies for urban intelligent agriculture; improve the institution and mechanisms to make it market-based; and strengthen training and publicity, and increase people's awareness of intelligent agriculture.
